How do I know if the Danfoss RET1000 is powered on?

A green LED at the bottom right indicates power is on. On the RET1000B model, the LEDs illuminate for 5 seconds after you move the dial, then turn off in normal operation. User Guide, p. 6

How do I set the temperature on the RET1000?

Turn the setting dial to your required temperature. Start at a lower setting, around 18°C, then increase by one degree each day until you reach comfort. User Guide, p. 6
