What's the difference between regulating floor temperature versus air temperature?

Floor temperature (FT) measures heat from the floor surface. Air temperature (RT) measures ambient room temperature. The thermostat automatically switches your heating system on or off to maintain whichever you've set. Instruction Manual, p. 2

What does the flame symbol mean on Underfloor Heating World UM5 display?

When the flame symbol shows, the thermostat is sending power to heating. When absent, heating is off because set temperature has been reached. Instruction Manual, p. 2

Can I change the temperature while a timer is counting down on Underfloor Heating?

Yes, you can adjust the set temperature during the countdown period. Check remaining time by pressing Menu once, or twice if regulating both air and floor temperatures. Instruction Manual, p. 2
